​​​My work spans the policy and geopolitical forces shaping AI and cloud — export controls, digital sovereignty, cloud procurement, U.S.-China competition, and AI governance regimes. I help clients understand where these debates are heading and develop strategies to respond.
I also work with organizations to build or strengthen their policy and government affairs functions, and provide direct counsel to policy executives navigating high-stakes decisions.

Background​
​​
From 2018 to 2022, I was Vice President of Google Cloud’s global public policy and government relations team, leading an international organization on matters including digital sovereignty, cybersecurity, and AI. Partnering with business, product, and engineering leaders, I helped shape policy strategy for core cloud offerings, technical infrastructure investments, and global transactions.​

Before rejoining Google in 2018, I served as Microsoft’s General Manager for U.S. Public Policy following Microsoft’s acquisition of LinkedIn. From 2014 to 2018, as LinkedIn’s Vice President of Global Public Policy and Government Affairs, I founded the public policy function, launched future-of-work research initiatives, and guided the company through evolving global content and platform policy. Earlier at Google, as Senior Director of Public Policy, my portfolio covered privacy and security, intellectual property, content policy, competition, and international trade and market access.

Previously, I served as Senior Counsel to the Senate Committee on Commerce, Science, and Transportation and later as Chief Counsel to Senator John McCain, advising on corporate governance, internet regulation and taxation, consumer protection, technology policy, financial services regulation, and CFIUS reform.
I received my law degree from Stanford Law School and my bachelor’s degree in public and international affairs from Princeton University.

I serve on the board of the Open Technology Fund (OTF), and am an Adjunct Senior Fellow at the Center for a New American Security (CNAS) and a Non-Resident Senior Fellow at Georgetown University’s Center for Security and Emerging Technology (CSET). Additionally, I'm on the advisory committees of the Princeton University Center for Information Technology Policy and the Congressional Hispanic Caucus Institute.

I write about AI, cloud, and digital sovereignty on my Substack, Consensus Drift, and contribute to Lawfare and the Center for European Policy Analysis (CEPA). My work has been cited in the New York Times, the Wall Street Journal, and Politico.
